European Affairs Department head Adrian Ciocanea: Romania plans to request compensations in negotiations for CO2 emissions for 2013-2020

Romania prepares a set of compensatory measures to put forward during EU negotiations for CO2 emissions during 2013-2020 included in the energy package, European Affairs Department head Adrian Ciocanea said in a press conference on Monday. However, concerning the lawsuit Romania opened against the European Commission on the CO2 quota emissions until 2012, Ciocanea said that he had yet to receive a sign from the European court currently dealing with the issue.

Ciocanea said Romania was ready to negotiate the compensatory measures for the energy package but that the documents were not ready yet. He added that Romanian officials want to convince the European Commission to take 1989 as reference year and not 2005, as proposed by EU officials.

He underlined that Romania has respected all Kyoto agreements even before they became compulsory by ratifying the new European treaty. Moreover, Ciocanea declared that Romania is among the few European countries to have reduced CO2 emissions.

Ciocanea said he hoped that 2005 would not be set as a reference year for setting CO2 emissions quota as during that year there was a lot of energy produced from hydrological sources and CO2 emissions were low.
