European Commission and World Bank to request contract registration one day prior to employment

Work contracts could be registered one day prior to the date of the start of the employee’s activity. This is one of the requests formulated by the European Commission and the World Bank in their discussions with the Government reps. The Romanian law presently requires the contract to be registered 20 days from the starting date. The Work Law may be modified in this perspective to avoid fiscal evasion, official sources taking part in the debates said, quoted by Mediafax.

The European Commission and the World Bank requested a change in law in order to reduce illegal employment and to intensify authorities’ controls in an attempt to break down on the phenomenon.

„Presently, employers discovered to have employees lacking legal forms are granted 20 days by the law to solve the legalities. And all these employers tell inspectors that contracts have been signed and documents will be released within these 20 days. To stop this, the European Commission and the World Bank requested that all work contracts, whether it’s about preliminary testing or civil convention, are to be declared at the Work Inspectorate one day prior to the start of the commitment”, the quoted sources declared. According to these, the change in law will fist be debated with unions and patronages.

A delegation on behalf of the European Commission, World Bank and the International Monetary Fund is currently in Bucharest, holding talks and revising the agreement for the second time. The visit will end on November 9.
