Incredere si consecventa: Traian Basescu la Washington

Demnitatea actiunii politice se verifica prin luciditate, coerenta si consecventa. Este exact ceea ce asigura relatiei din Romania si Statele Unite calitatile durabile dobandite in ultimii ani. Ma gandesc la intreaga politica externa de de dupa 11 septembrie 2001 cand, de o maniera non-partizana, fortele politice din Romania care formeaza ceea ce se cheama the mainstream s-au pronuntat, fara ambiguitati, in favoare actiunilor occidentale de rezistenta impotriva terorismului si sustinere a democratizarii in regiuni extrem de volatile. Aceste actiuni nu se desfasora fara costuri, inclusiv dureroase sacrificii de vieti omenesti. Dar este vorba de mize vitale pentru viitorul valorilor in care cred democratiile liberale. Conciliatorismul in raport cu miscarile radicale anti-democratice s-a dovedit intotdeauna o carte pierzatoare. Presedintele Traian Basescu nu a facut niciodata vreun secret din faptul ca parteneriatul stratetegic cu Statele Unite constituie o axa principala a politicii externe romanesti. Pot exista uneori puncte de vedere diferite in anumite chestiuni punctuale, lucrul este firesc in cadrul unei stranse cooperari politico-militare, dar in ansamblu intre Bucuresti si Washington exista o convergenta de viziune asupra prioritatiulor strategice din lumea contemporana. Amplasarea scutului strategic anti-racheta pe teriroriul Romaniei este, cum scriam in revista “22″ in momentul anuntarii acestei decizii, un moment egal ca semnificatie cu intrarea Romaniei in NATO. Revoolutiile din 1989 au fost expresia dorintei popoarelor supuse experimentului totalitar comunist de a reveni in Europa, de a-si regasi si de a-si reafirma traditiile democratice suprimate in deceniile anterioare. In 1989, visul expansionist sovietic a primit o lovitura mortala.

Sunt unii care se indoiesc de adevarul cuvintelor lui Vaclav Havel care definea NATO drept o alianta in numele civilizatiei umaniste moderne, “a civilizational alliance”, deci nu o simpla coalitie militara (desi, fireste, elementul mliitar este , la randul sau, fundamental). Mie mi se pare ca exact despre acest lucru este vorba. Vizita presedintelui Basescu la Washington, intalnirile de la Casa Alba, discutiile cu conducerile de la Deapartamentul de Stat, Departamentul Apararii si CIA, de o eficienta politica pe care numai clevetitorii de profesie o pot denigra, au confirmat ca, in politica democratica, increderea si consecventa sunt inseparabile. Nu voi intra in detalii, voi spune doar ca intalnirile de acest gen sunt menite sa consolideze relatiile bilaaterale, sa fortifice chimia interpersonala si sa mentina procesul de conlucrare strategica la nivelul dorit de ambele parti. Romania este o democratie pro-occidentala, un punct strategic esential, mai ales in conditiile de instabilitate politica, financiara etc din regiunea Marii Negre si a Mediteranei.

Joint Declaration on Strategic Partnership for the 21st Century Between the United States of America and RomaniaBureau of European and Eurasian Affairs

The United States of America (the United States) and Romania share a history of close ties between our people, a commitment to democracy, an enduring strategic relationship, and a willingness to confront common challenges and threats. Strong, deep ties connect the people of the United States and Romania through cultural, economic, and scientific relations. This Strategic Partnership reflects the excellent and broadening cooperation between our countries to promote security, democracy, free market opportunities, and cultural exchange.

We believe that the continued development of a durable and long-term Strategic Partnership increases the security of the United States and Romania, as well as the security of the Euro-Atlantic area. The cornerstone of our cooperation is the solidarity embodied in Article 5 of the North Atlantic Treaty, which provides that an armed attack against one or more North Atlantic Treaty Organization (NATO) countries shall be considered an armed attack against them all. The United States and Romania acknowledge the importance of enhancing their individual and collective security by working within NATO, the United Nations, and other international organizations, consistent with United Nations Charter and international law.

Today, security cooperation between Romania and the United States is robust. We welcome the fact that the United States and Romania have reached agreement on stationing in Romania elements of the U.S. European Phased Adaptive Approach to missile defense, which is an extremely valuable contribution to the development of a NATO missile defense capability. In this context, on May 3, 2011, the United States and Romania announced the selection of Deveselu Airbase as the site of the facility, thus reaffirming the commitment of both our countries to missile defense. The deployment is anticipated to occur in the 2015 timeframe. The United States and Romania welcome the November 2010 decision by NATO to develop a missile defense capability to provide full coverage and protection for all NATO European populations, territory, and forces. The Deveselu facility is an important component of that capability.
