WikiLeaks Cablegates: Hillary Clinton cere diplomatilor SUA sa se implice in actiuni de spionaj economic pe teritoriul altor state

Departamentul de Stat al SUA de la Washington DC cere tuturor misiunilor diplomatice americane sa furnizeze informatii referitoare la „infrastructura critica si resursele-cheie de pe teritoriile straine”. Depesa cu Nr. 15113 in 18 februarie 2009 e semnata de Hillary Clinton si transmisa „secret, nu pentru straini si distributie in Internet”. Wikileaks o face publica duminica, 5 decembrie 2010. In instructiuni se cer urgent informatii despre sute de firme, companii industriale, energetice, tehnologice, de transport, comunicatii, farmaceutice, conducte de gaz etc. de pe teritoriul altor tari. Nu sunt vizate prioritar obiective militare, ci obiective civile, iar emitentilor de informatii „nu li se cere sa se consulte cu guvernele-gazda in privinta acestei solicitari”.

Indicatia apare ca o cerere explicita de spionaj economic, pe care misiunile diplomatice ale SUA sunt chemate sa-l practice pe teritoriul altor state.

Directiva de la Departmentul de Stat al SUA detaliaza Planul national de Protectie a Infrastructurii (National Infrastructure Protection Plan – NIPP) elaborat sub coordonarea Departamentului de Securitate Nationala (Department of Homeland Security – DHS), „pentru a crea o structura unitara in integrarea protectiei infrastructurii critice si a resurselor-cheie intr-un singur program national”.

Telul NIPP este crearea unei Americi „mai sigure si mai rezistente” prin protejarea acestor infrastructuri si resurse impotriva unor atacuri teroriste, a dezastrelor naturale sau a altor urgente. Prin aceasta declaratie de intentie, SUA isi aroga drepturi de control si interventie pe teritoriul altor state, care nu au de-a face direct cu siguranta nationala a statului american, decat poate in optica sa proprie. Dupa cum se vede, SUA isi asuma inca o data, in mod cat se poate de explicit, rolul de „politai global”.

In directiva se solicita alcatuirea inventarului global de infrastructura si resurse relevante, pentru ca pierderea acestora „ar putea afecta sisteme din cadrul SUA in mod direct sau indirect”. In justificarea solicitarii se invoca paragrafe din USA Patriot Act din 2001 si Homeland Security Act din 2002. Aceste documente au fost emise pe vremea administratiei Bush.

NIPP identifica 18 sectoare de infrastructuri critice (critical infrastructure- CI) si resurse-cheie (key-resources – KR): „agricultura si hrana; baze industriale de aparare; energie; asistenta medicala si sanatate publica; monumente si simboluri nationale; banci si finante; apa potabila si sisteme de epurare a apei; chimicale; complexe comerciale; diguri; servicii de urgenta; reactoare nucleare comerciale, materiale si deseuri; tehnologia informatiei; comunicatii; servicii postale si navale; transport si logistica; edificii guvernamentale; manufactura sensibila”.

Directiva din 18 februarie 2009, cu termen de predare a informatiilor pana in 20 martie 2009, vine in completarea unei directive din 2008, emisa inainte de administratia Obama. Insa actuala administratie a SUA continua si dezvolta initiativa din vremea administratiei Bush si a secretarului de stat Condoleezza Rice.

Paragrafele 9 si 10 ale noii directive contin doua indicatii interesante: „Desi sunt teme importante, Departamentul nu cauta momentan informatii referitoare la efectele secundare (de ex. morala si increderea publica si efectele de interdependenta care ar putea surveni in urma unei discontinuitati)”. De asemenea, „nu este nevoie (ca raportorii, n.r.) sa transmita informatii despre institutiile guvernamentale de peste ocean aflate sub controlul Statului sau despre bazele militare manageriate de alte departamente sau agentii”. In paragraful 6 se spune ca „raportorilor nu li se cere sa se consulte cu guvernele-gazda in privinta acestei solicitari”.

Prin urmare, inventarul cerut prin directiva este de ordin pur material, efectele disconfortului public in cazul unor atacuri teroriste nefigurand pe agenda de lucru citata a NIPP. Informarea solicitata se refera la obiective private si civile, iar alcatuirea ei e treaba angajatilor de la misiunile SUA in tari straine, fara stiinta guvernelor acestor tari.

Pe lista de obiective strategice de pe toate continentele lumii, care au intrat in atentia Departamentului de Stat american, stau sute de nume de firme, dar si tinte cu denumire generala, gen „mina si fabrica de prelucrare a cobaltului”, „cabluri subacvatice”, „metalurgii” sau „mici fabrici turcesti”. Un extras din lista referitoare la Europa si Eurasia poate fi citit mai jos. Germania, Marea Britanie si Franta conduc clasamentul pe tari, ca numar de obiective „luate la control” de americani.
