Putin l-a sunat pe Obama pentru discutii despre Ucraina. Obama a cerut retragerea trupelor ruse de la granita cu Ucraina, Putin s-a plans de blocada asupra Transnistriei
Presedintele rus Vladimir Putin l-a contactat telefonic pe omologul sau Barack Obama pentru a discuta despre propunerea SUA de a pune capat crizei din Ucraina, a anuntat Casa Alba, citata de AFP. Acesta este primul pas facut de Moscova pentru o abordare diplomatica a crizei, dupa ce Occidentula impus doua runde de sanctiuni. Presedintele Obama i-a cerut omologului sau rus retragerea tuturor trupelor masate la granita cu Ucraina, dar in comunicat nu este mentionat nimic despre Crimeea. Site-ul presedintiei ruse arata, referitor la aceeasi convorbire, ca Putin s-a plans de „blocada” instituita de Ucraina asupra Transnistriei, subliniind ca Rusia sustine rezolvarea conflictului transnistrean in formatul consacrat 5+2. In comunicatul Casei Albe nu se face nici o referire la Transnistria.

In cursul noptii de vineri spre simbata, Moody’s a amenintat ca va reduce ratingul datoriei Rusiei spunand ca economia a fost slabita de criza ucraineana si este vulnerabila la o posibila escaladare a tensiunilor. „Ratingul de credit atribuit Rusiei este de „Baa1″ fiind plasat sub supraveghere pentru o reducere”, a explicat agentia de rating din SUA.
Propunerea deja facuta de SUA va fi obiectul discutiei directe intre ministrii de externe ai celor doua tari, John Kerry si Serghei Lavrov, a declarat presedintia americana. Presedintele american a „sugerat ca Rusia sa dea un raspuns scris” la aceasta propunere, conform surselor citate.
Anterior, presedintele Obama a amenintat ca va lovi in domeniile-cheie ale economiei ruse daca Moscova nu isi schimba atitudinea, iar in acest sens presedintele american a plecat intr-un turneu european in incercarea de a aduna aliati pentru a respinge obiectivele Kremlinului.
Tot vineri, intr-un interviu la CBS, Obama i-a ceurt lui Putin sa isi retraga trupele masate de-a lungul frontierei cu Ucraina in partea de est. El a reitarat aceasta solicitare in conversatia sa cu presedintele rus, conform raportului publicat de Casa Alba. O solutie diplomatica „este posibila numai in cazul in care Rusia isi retrage trupele si nu ia nicio masura care sa incalce integritatea teritoriala si suveranitatea Ucrainei”.

Readout of the President’s Call with President Putin
President Putin called President Obama today to discuss the U.S. proposal for a diplomatic resolution to the crisis in Ukraine, which Secretary Kerry had again presented to Foreign Minister Lavrov at the meeting at the Hague earlier this week, and which we developed following U.S. consultations with our Ukrainian and European partners. President Obama suggested that Russia put a concrete response in writing and the presidents agreed that Kerry and Lavrov would meet to discuss next steps.
President Obama noted that the Ukrainian government continues to take a restrained and de-escalatory approach to the crisis and is moving ahead with constitutional reform and democratic elections, and urged Russia to support this process and avoid further provocations, including the buildup of forces on its border with Ukraine.
President Obama underscored to President Putin that the United States continues to support a diplomatic path in close consultation with the Government of Ukraine and in support of the Ukrainian people with the aim of de-escalation of the crisis. President Obama made clear that this remains possible only if Russia pulls back its troops and does not take any steps to further violate Ukraine’s territorial integrity and sovereignty. President Obama reiterated that the United States has strongly opposed the actions that Russia has already taken to violate Ukraine’s sovereignty and territorial integrity.

The two leaders continued exchanging views on the crisis in Ukraine.
Vladimir Putin drew Barack Obama’s attention to continued rampage of extremists who are committing acts of intimidation towards peaceful residents, government authorities and law enforcement agencies in various regions and in Kiev with impunity.
In light of this, the President of Russia suggested examining possible steps the global community can take to help stabilise the situation. The two presidents agreed that specific parameters for this joint work will be discussed by the Russian and US foreign ministers in the near future.
Vladimir Putin also pointed out that Transnistria is essentially experiencing a blockade, which significantly complicate the living conditions for the region’s residents, impeding their movement and normal trade and economic activities. He stressed that Russia stands for the fair and comprehensive settlement of the Transnistria conflict and hopes for effective work in the existing 5+2 negotiation format.
Pe de alta parte, secretarul General al ONU, Ban Ki-moon, a declarat vineri ca a primit asigurari de la Vladimir Putin ca Moscova nu are nicio intentie de a invada sudul si estul Ucrainei. „Presedintele Putin a declarat ca nu a avut intentia de a efectua vreo operatiune militara in sudul si estul Ucrainei”, a declarat Ban Ki-moon.
Ban Ki-moon a declarat ca a incercat sa-i convinga pe oficialii de la Moscova si Kiev sa reduca tensiunea si sa aiba un dialog direct si constructiv: „In vremuri de tensiune accentuata, o scanteie este suficienta pentru a aprinde focul, iar asta va avea consecinte neprevazute”.
